I have a 1988 LeRoi compressor 185 cfm Perkins diesel that has a C.A.V. primary fuel filter located near the fuel tank. It has the secondary filter monted on the engine. The secondary filter uses a 33166 canister filter. The primary did not have a filter element in it, just a metal cone. Is this filter supposed to have a filter element inside? If so, does anyone have a part # ?

Unloader valve working MOST of the time, but one failure almost started a fire. Would like advice on how to determine what's wrong. Disassembled, cleaned and reassembled. Found nothing suspicious. Still doesn't unload each time as it should. Parts estimate please.
