Can the L-TEC PCM-VPi 31746 welder be repaired, or do you recommend buying a new one? I'm trying to check this off my to-do list, so any advice would be appreciated.

The problem is probably in the trigger or broken wiring back through the leads. If you have any of the electrical drawings, they should show where to close the connection inside the power supply to fire the torch. If it fires that way your problem is in the leads or trigger.
